Can my landlord keep my full deposit without giving me proof of the damages?

I recently moved out of a rented property. My landlord says my entire deposit will be used for repairs, but I have not received an inspection report, photographs, quotations or invoices. The property had some normal wear and tear, but no major damage that I am aware of. What proof must a landlord provide before deducting money from a tenant’s deposit, and what can I do if the landlord refuses to refund it?
